This policy would have been helpful to someone like Bill Clinton, who could have blamed everything he did prior to being elected president on "youthful indescretions." And he could blame everything he did while he was president on the pressure of suddenly being thrust into adulthood. From there, it's just a few short years from being able to blame everything on senility.
